The CMS selection process has two stages. The written exam is the primary differentiator given the large applicant pool; the interview carries 100 marks and tests personality and medical awareness. Final allocation to services is based on merit rank and service preference.

Stage-by-Stage Selection

  • Stage 1 – Written Exam: 2 objective papers (500 marks). UPSC shortlists candidates scoring above the written cutoff for Personality Test at approximately 3–4 times vacancies.
  • Stage 2 – Personality Test (Interview): 100 marks. Conducted by a UPSC Board. Tests communication skills, general awareness, knowledge of health policy, and personality suitability for central government medical service.
  • Stage 3 – Document Verification & Medical Examination: Final verification of MBBS degree, internship completion certificate, NMC/State Medical Council registration, and category certificates. Medical fitness for government service is also verified.
  • Service Allocation: Based on merit rank and service preferences submitted via DAF, candidates are allocated to CHS (Railways, MCD, CGHS, CHS) posts.
