Yes. Both 3-year Diploma and 4-year BTech/BE in the relevant engineering branch are eligible for RRB JE. Higher qualifications (MTech, PhD) are also eligible since there is no upper educational qualification bar. BTech candidates apply under the same eligibility criteria as Diploma holders.
