UPSC CSE 2026 eligibility is governed by strict criteria on nationality, age, educational qualification, and number of attempts. Candidates must verify all conditions before applying as the Commission scrutinizes eligibility at the Document Verification stage.

Nationality

The candidate must be a citizen of India. For IPS and certain other services, only Indian citizens are eligible. For remaining services, subjects of Nepal, Bhutan, Tibetan refugees (settled before 01-01-1962), and persons of Indian origin from specified countries with intent to permanently settle are also eligible.

What Counts as an Attempt?

  • Appearing in Prelims GS Paper-I counts as one attempt, even if you do not qualify or appear in subsequent stages
  • Absent in Prelims = attempt NOT counted
  • Submitted application but absent on exam day = NOT counted as attempt

Q.Can a student in the final year of graduation apply for UPSC CSE 2026?

Yes. Final year students can apply but must produce proof of passing the qualifying degree at the time of Mains application or at the latest by the date specified in the notification.

Q.Does appearing in Prelims but not writing Mains count as an attempt?

Yes. Appearing in Prelims GS Paper-I counts as one attempt regardless of whether you appear for Mains. However, being absent in Prelims does not count as an attempt.

Q.Is there any relaxation in the number of attempts for EWS candidates?

No. EWS candidates follow the same rules as General category – maximum 6 attempts up to age 32.

Q.Can a person with a distance education degree apply for UPSC CSE?

Yes, provided the distance education university is recognized by the University Grants Commission (UGC). Degrees from unrecognized institutions are not accepted.
